2020年美国侵犯人权报告(汉西) 节选
政府选择不作为导致疫情失控。在美国新冠肺炎死亡病例超过30万人后，加利福尼亚大学洛杉矶分校医学教授戴维·哈耶斯-鲍提斯塔指出，美国其实不应死那么多人，是政府选择了不作为导致悲剧的发生。（注2）哥伦比亚大学疾病研究人员通过模型分析显示，如果美国政府2020年3月13日发布的疫情防控措施能够提前两星期，那么约83%的死亡是可以避免的。（注3）英国医学期刊《柳叶刀》2020年5月17日罕有地发表社论指出，美国政府总是“着迷于”找到快速结束疫情的方式——疫苗、新药，甚至指望病毒会就这么消失了，但事实是只有依赖病毒检测、感染追踪及隔离等基本的公共卫生准则，才可能终结疫情。即便疫情已经在美国大范围蔓延，确诊病例和死亡病例已升至全球**的情况下，特朗普政府出于政治私利，依然急于重启经济。沃克斯新闻网2020年8月11日评论称，一些州在4、5月份就忙于重启，使得病毒传播的重灾区从*初的纽约地区向南部、西部扩散，并*终扩散到全国其他地区。尽管许多医学研究已经证实佩戴口罩可以有效防止感染病毒，但时任美国政府领导人和一些州政府官员却长期拒绝实施强制口罩令。

中华人民共和国国务院新闻办公室(简称国务院新闻办)组建于1991年1月。 国务院新闻办主要职责是推动中国媒体向世界说明中国，包括介绍中国的内外方针政策、经济社会发展情况，及中国的历史和中国科技、教育、文化等发展情况。通过指导协调媒体对外报道，召开新闻发布会，提供书籍资料及影视制品等方式对外介绍中国。协助外国记者在中国的采访，推动海外媒体客观、准确地报道中国。广泛开展与各国政府和新闻媒体的交流、合作。与有关部门合作开展对外交流活动。 国务院新闻办在推动中国媒体向世界报道中国的同时，还积极推动中国媒体对各国情况和国际问题的报道，促进中国公众及时了解世界经济、科技、文化的发展进步情况。 国务院新闻办的工作目的是促进中国与世界各国之间的沟通了解与合作互信，通过组织新闻报道，为维护世界的和平稳定和推进人类进步事业发挥积极的建设性的作用。 The State Council Information Office of China (SCIO) is an administrative office under China's State Council. Established in 1991, it is the chief information office of the Chinese government. The major function of the SCIO is to propel domestic media further along the path of introducing China to the international community, including China's domestic and foreign policies, the development of the Chinese economy and society, as well as China's history, technology, education and culture. The SCIO also holds press conferences regarding major national policies, and provides books, magazines, films, television programs and other means of communication to introduce China to the world. The SCIO also helps foreign journalists to cover China, as well as carries out exchanges with governments and media outlets from across the globe. Besides, the SCIO encourages Chinese media to cover international news to help the Chinese public learn about the economic, technological, and cultural issues in the world.
